  • The potential and the efficiency of mass media as the instrument of the management of public opinion

The results of theoretical analysis of literary data about the media-centrism and the socio-centrism as approaches to consideration of opportunities of mass media as the instrument of public opinion management are presented in the first part of this article . The substantiality of the media centrists approach is explained. The insufficiently proved aspects of the socio-centrism are revealed. Conclusions of the theoretical analysis are given as argument of relevance of empirical research. Studying of efficiency of the Russian mass media as a factor of public opinion formation became the purpose of empirical research. Its results are considered in the second part of this publication. The collecting of the source data was carried out by the method of sociological poll. The respondents were interrogated about the rather preferred mass media, news telecasts, and also their representations about the more discussable events. The comparative analysis revealed the considerable similarity between positions of public opinion and character of the information patterns broadcast by the preferred TV channels.

Keywords: media-centrism, socio-centrism, public opinion management, linear model of mass communication, step model of mass communication, "leaders of opinions", selective perception

  • Assessment of need of reconstruction of vertical shafts on a factor of critical deviations of rails from a vertical

The problem of a deviation of elements of an reinforcement of shafts lifting operation is considered eventually. The example of profiling of railings for the mine shaft being in long operation is given, and the statistical analysis of the actual deviations of railings in comparison with standard values is made. Probabilistic approach to determination of need of reconstruction of vertical shafts on a factor of critical deviations of railings from a vertical is offered.

Keywords: vertical shaft, reinforcement, railings, reconstruction, statistical analysis, probability theory

  • Cognitive approach to the research of geopolitical processes in world regions and cognitive modeling of their development (On the example of the Black – Caspian Region)

The article is devoted to the problem of the research of geopolitical processes on the world regions’ scale under present-day conditions. The article substantiates the necessity of their analysis with the help of the cognitive approach as an effective means of cognition of the interconnections and interrelationships within the complicated systems. With that aim in view the specifics and the stages of the cognitive modeling are given thorough analysis in the article. This type of modeling is adapted to the analysis of geopolitical dynamics on the regional/sub regional level taking into consideration its aptitudes to make prognostic scenarios of the development of the situation. The possibilities of the cognitive modeling of geopolitical processes are illustrated on the example of the situation in three sub regions constituting one (big) the Black Sea – Caspian region.

Keywords: World regions, geopolitical processes, modeling of the complicated systems, modeling of the geopolitical processes, cognitive modeling, the program’s system of the cognitive modeling, the Black Sea – Caspian Region, the Black Sea sub region, the Caucasus

  • The integrated cognitive architectureof models of sicial systems

The article deals with the scientific principles of modern cognitive modeling offered in foreign practice to combine already existing and new models in the future in the form of cognitive architectures. Our approach is based on the concept of a unified theory of cognition, described by Alan Newell, which offers the general provisions for cognitive models used in all areas. In the computer environment, the theory is realized in the form of cognitive architectures. Shown, cognitive architecture is a system integration of static and behavioral models, which provides a solid approach to modeling knowledge of social processes, from the empirical data to quantify the simulation  of results, from level of the neural description to system level, thus the cognitive model is scaled to higher level with preservation of qualitative properties, and as a platform for integration the storage of data serves. Formally described by the level of integration corresponds to the construction of integrated information environment that combines unified storage of data with appendices of analytics.

Keywords: cognitive modeling, theory of knowledge, cognitive architecture, information environment, storage of data

  • The assessment of the efficiency of using the heat of the mine water for the needs of the centralized heat supply

The article provides the analysis of the operational cost of the systems of heating of a building with the use of низкопотенциальных sources of heat. Analyzed fuel economy with consideration of the operation of the heat pump and save operating costs.

Keywords: heat pumps, heat mine waters, the saving of operating costs

  • Business Process Management at different development stages of the modern enterprise

The questions of use of business-processes at different stages of development of the enterprise are considered in article. The basic tasks of management at each stage are determined; the recommendations for introduction of the process approach at the enterprise are given.

Keywords: business-process, process management, stages of development of the enterprise, organizational structure of management.
