In the article the attempt to understand the impact of human capital externalities in the process of development of the city. Within the economic area of ​​the city can appear human capital externalities associated with the "overflow" of knowledge and network effects that can be determinants of intensification of innovation - infrastructure elements of modern urban environment and, consequently, the factors of economic growth and economic system of the state as a whole. Author's concept of ways to improve the urban environment, taking into account the externalities of human capital.
