The article deals with the problem of increasing the efficiency of the formation and further functioning of the organizational and technical structure. The leading factor in the formation of which is the availability of objects, with gradation by volume of work performed, purpose and type, conditions of work, which requires the choice of the method of organization of repair and construction works and planning of logistics. To solve this problem, it is proposed to develop a mechanism for managing organizational and technical structures based on the application of a program - oriented approach. This should allow you to create a system that is a continuous design with different implementation periods, regulated by the resource provision. To date, there is no unified approach to the formation of an effective organizational and technical structure.
