  • Formation of an effective organizational and technical structure for the implementation of targeted programs

    The article deals with the problem of increasing the efficiency of the formation and further functioning of the organizational and technical structure. The leading factor in the formation of which is the availability of objects, with gradation by volume of work performed, purpose and type, conditions of work, which requires the choice of the method of organization of repair and construction works and planning of logistics. To solve this problem, it is proposed to develop a mechanism for managing organizational and technical structures based on the application of a program - oriented approach. This should allow you to create a system that is a continuous design with different implementation periods, regulated by the resource provision. To date, there is no unified approach to the formation of an effective organizational and technical structure.   • Problems of implementation of regional capital repair programs (on the example of the Rostov region)

    Improving the quality characteristics of the operated housing stock, today, is one of the urgent tasks. The mechanism for solving this problem is the ongoing regional capital repair programs. The basis of an effective capital repair program should be reliable data on the actual technical condition of the facilities, allowing you to determine the required list of types of work, as well as the cost. However, despite significant results, a number of problems have been identified. The article highlights the technical and strategic problems of implementing capital repair programs, and defines the features of performing repair work on cultural heritage sites. This information will allow us to create programs that take into account not only the specifics and degree of deterioration of the region's housing stock, but also to create a system of resource provision for the medium term, assuming the achievement of the target values.
