At the present stage of development of the education system one of the main priorities is to develop a flexible system management capabilities of high school, the development of which would achieve the competitiveness of domestic universities at the international level, to provide training of highly qualified specialists to meet the needs of the present stage of scientific and technological development. One of the main aspects of the formation of a competitive university, along with a flexible system of educational services is an adaptive system of financial management, which is able to react quickly to rapidly changing internal and external conditions, so as to ensure the financial stability of the institution.
