  • Complementarily - Adaptive use tools of intergovernmental relations for the purpose of leveling the socio-economic development of regions

    The current system of intergovernmental fiscal relations , the trends of its development in Russia , including the alignment process , aimed at smoothing the territorial differentiation of socio- economic development of regions. The main task of any state , regardless of the device is to smooth regional disparities through a reallocation of financial resources. In this case, the stability of intergovernmental fiscal relations between the federal center and the subjects of the federation is largely determined by well-functioning system of fiscal federalism. Currently, the budget process is characterized by serious contradictions that arise during the development phase as well as on the stages of implementation of management decisions. Global experience demonstrates the lack of an optimal model of intergovernmental relations . Vertical alignment is the process of achieving a balance between the commitment of each level of government expenditure with the potential of its revenue sources . The tools include the vertical alignment of the fixing of taxes for a certain level , subventions and subsidies, regulating the distribution of income. The horizontal alignment is aimed at providing a unified standard level of consumption of public services to the residents of different regions of the country. With reference to the Russian economic space horizontal alignment problems are quite complex , since there are strong differences in socio-economic development of the regions due to climatic and historical factors .

  • Management of reproductive potential in the balanced development of the economy of the region

    In modern conditions, of particular importance is the need to form a model of the reproductive system of the regional economy, adequate objectively existing level of technological development, trends involvement in every phase of the reproductive process of innovative products, intellectualization of human activity, as well as the new requirements of economic globalization of world economic relations. In this regard, there is a need for a management model reproductive potential, focused on the balanced development of all the subsystems of the regional economy, taking into account the factors of integration and globalization of the world economy.

  • Ways of improving the model of customs administration of the Russian Federation in view of global economic integration trends

    The article is devoted to the identification of key areas of modernization of customs administration of the Russian Federation, under the conditions of formation and development integration trends. Involvement in the integration process necessitates changes in the model of the customs administration of the state. This in turn should be a driving economic consolidation, including the regional. The paper identified a number of shortcomings of a functioning management system of foreign economic activity, identified ways to improve customs administration in the light of the integration process.

  • Providing reproductive development of regional economy, taking into account factors of financial, investment, consumer and institutional

    In this article a study of problems and patterns of resource, primarily financial, investment, consumer and institutional support of the driving forces of the reproductive process of socio-economic development of regional economies. Found that the reproductive process is a set of sequential change of states and actions, based on the innovative character, investment consumer, financial and institutional activity, conserving resources, necessary and surplus product, the growth of labor productivity.
