At the present stage of development, Russia does not have a coherent, well-developed institutional system designed to provide the necessary conditions for the creation of a knowledge-based economy. The article identifies the obstacles that impede the development of a developed institutional system: the counter-innovative orientation of institutions, various institutional traps at the federal, regional and local levels, as well as the emerging institutional void.

The article discusses the problems associated with the development of institutions that support technological development. Necessity of formation of a productive institutional environment, appropriate technology type of economic growth based on knowledge economy. The structure of the institutional environment of the knowledge economy, including functionally interdependent institutions: development institutions of knowledge and technologies (production, exploration, development and protection of knowledge) and their associated organizational forms.

The model of regional innovation clusters, in which participants are combined, generating new knowledge, produce new products and technologies that integrates innovation and production processes. The materialization of the proposed model will allow, within the framework of RIS consolidate innovators, get new products and commercialize the knowledge gained.
