    The article deals with the need for reconstruction of rehabilitation institutions. The relevance of this issue today is difficult to overestimate, since the vast majority of medical institutions built in the Soviet era are still working, but over the period of operation they have accumulated significant moral and physical deterioration. That is why the issue of their reconstruction is acute, the implementation of which can significantly increase the comfort of incoming patients and ensure the provision of medical care at a high level.

  • On the shortcomings of the current regulatory and methodological documentation, leading to difficulties in the conduct of a judical construction and technical examination

    This work is devoted to the problem of the shortcomings of the current regulatory and methodological literature, which complicate the conduct of construction and technical judicial expertise. On the example of the building in Rostov-on-Don, the shortcomings of the normative and methodological literature in the areas of possible use of modern equipment for the inspection of structures are shown. This lack of the necessary normative literature in the field of non-destructive testing is clearly shown. This article shows the difficulties which experts face due to the indicated shortcomings. Conclusions based on the results of the study are made.

  • A study aimed at conducting a forensic construction and technical examination in assessing the quality of a wet facade of a low-rise cottage

    This work is devoted to assessing the quality of the completed construction and installation work. A number of violations in the technology of facade works were noted. The advantage of a wet facade is noted. The main reasons for the occurrence of violations are considered. There are noted cases in which judicial intervention is required and it becomes necessary to conduct a forensic construction and technical examination. The main aspects that need to be paid attention to by specialists during the construction and technical expertise have been identified.

  • Modern methods of quality control of work in the construction of multi-storey residential buildings

    The existing methods of quality control of work in construction are considered, the main purpose of their implementation is formulated. A list of the main signs and properties has been determined for which it is recommended to exercise control.     In the article, the authors try to identify the importance of forensic construction and technical expertise of trade pavilions, kiosks, etc. The importance of such examinations for the owners of these buildings is also noted, especially if the buildings are non-stationary commercial objects (NTO). In addition, the procedure for examining such a judicial or pre-trial construction and technical expertise is being considered. And the requirements for the expert opinion itself are noted.

  • Features of construction and technical judicial expertise when assessing the quality of roll roofing repairs after the example of a multi-storey residential building in the city of Rostov-on-Don

    This work is devoted to the problem of conducting a construction and technical judicial examination of a rolled roof after repair. The relevance of the use of roll roofing and its defects are considered. An example with a poor-quality roof repair is reviewed. Besides faults of the management of the homeowners' association were noted. These faults led to the emergence of ambiguity during the examination. They do not allow to interpret the situation in favor of the residents of the house fully, despite the obvious violations of the requirements of regulatory documents and the identification of significant defects. Considered a situation in which a dispute about the type of repair and related judical issues arises. Conclusions based on the results of the study were made.

  • Features of the construction and technical expertise of the reconstructed entertainment complex in Rostov-on-Don

    This work is devoted to the problem of carrying out construction and technical expertise of reconstructed public buildings. The main problems of modern reconstruction of urban development are considered. The differences between the reconstruction of public buildings and residential or industrial buildings have been revealed. The difficulties faced by the contractors during the reconstruction are estimated. The difficulties faced by the contractors during the reconstruction are estimated. The main points that experts turn to when examining a reconstructed object are noted.   • Illustration of the application of BIM technologies in the inspection of buildings and construction

    Modern design cannot be imagined without the application of BIM technologies. Modeling is increasingly used in the design of new construction of buildings and construction, renovations and major repairs, which makes up the majority of projects underway. 2D programs are still used for the inspection of buildings and construction. Visual and instrumental examination is not a difficult task requiring complex programs. But the introduction of BIM technologies ensures the acceleration of work on the inspection of buildings and structures, significantly improves the quality of the result, and also maximizes the actual condition of building structures.

    In Russia, the legislative requirements of the municipal authorities of all regions are gradually becoming mandatory in the field of dismantling trade pavilions illegally installed on urban lands, which is why this article is so relevant. The article deals with the problems of determining the capital of trade pavilions in the judicial construction and technical expertise. An example from practical activity is given. The term "capital structure" is also considered and signs of capital are displayed.

  • Problems associated with the lack of construction control when undergoing technical supervision. Lack of legislative basis and possible solutions of the situation

    This work considers the controversial situations in the field of construction control, technical supervision and оbtaining a commissioning permit. The problematic situation, in which there was no (partially or completely) construction control at the construction stage, is considered. The difficulties of obtaining a Conclusion on Compliance in a similar situation and appealing the decision of the technical supervision authorities in court are picked out. Poor elaboration of mechanisms for obtaining a Conclusion on Compliance in the absence of construction control is noted. The shortcomings of the existing document and the lack of a prescribed legal status of the construction and technical expertise are highlighted. The ways of solving the existing problem at the legislative level are offered. Amending the existing legislative framework, reforms of existing or creating new mechanisms for resolving problematic situations in the absence of construction control are suggested as the main solutions.

    Nowadays, technologies in construction are rapidly changing, improving and updating. 3D modeling technologies are actively used. In turn, changes in the construction industry are reflected in the existing building regulations, JV and GOST. But often in modern conditions of the capitalist state builders realize building objects in improper quality. Reasons of the given problem are various: reduction of a used material, economy of means on poor quality materials, neglect of quality for the purpose of performance of terms of the contract. In this connection, the role of forensic construction technical expertise is being updated. But for the correct understanding of the role of forensic construction technical expertise, its goals and stages, it is necessary to determine the very essence of forensic construction technical expertise, its differences from other studies conducted by specialists in the field of construction outside the judicial sphere, namely, from the state construction supervision, as well as the essence of the extrajudicial expertise in construction.
