  • The main trends of changes in land use criteria as the basis for the prospective provision of regions with lands of appropriate purpose

    The article deals with topical issues of the formation of new criteria for the use of land resources and the prospects for their implementation in the land fund management process at the municipal level. The analysis of the main trends in the modernization of land legislation in terms of the transition from the division of land into categories to territorial zoning, as the basis of the land management system and the adjustment of their legal regime of use, was carried out. The article was published in the framework of the program of the International Forum" Victory May 1945".

  • Environmental and economic development of the region

    In the article the basic theoretical principles of forecasting ecological and economic situation in the region. Author set out to solve using synthetic forecast information , the application of which is justified by the fundamental scientific principles and conclusions based on the results of empirical research. Methodical approaches to the formation of a regional system of forecasting and assessment criteria of its effectiveness. Indicated that the effectiveness of the proposed predictive complex confirmed its practical use in the Russian Donbass. The conclusion about the possibility of forecasting techniques in other regions.

  • Accounting for non-linear nature of the influence of soil on yield signs at the qualitative assessment of agricultural land

    A brief analysis of the current state of development of methods for the qualitative assessment of agricultural land. The basic scope of the possible results of soil evaluation. Revealed evidence of the influence of the nonlinear nature of the soil on yield. Analytically developed a formula taking into account the effect of the nonlinearity of soil attributes in the qualitative evaluation of land.

  • About Radiation and Ecological Situation in the Urban Areas of Cities-Resorts of the Caucasian Mineral Waters

    North Caucasian Federal District as a whole and especially-guarded resort region of Caucasian Mineral Waters in particular, belongs to the territories which attract attention from an environmental point of view. Despite the attractiveness of the region CMW(Caucasian Mineral Waters )there exist a number of environmental problems that require serious scientific study and making certain decisions. In this paper, there is an analysis of the current radiation situation in the region of CMW(Caucasian Mineral Waters) and there are outlines of conducted scientific research which have the following main task: determination of regularities of formation of the radiation situation in the objects of environment, building and urban economy of the region; determination of levels of irradiation of the population of the region in different conditions and from different sources; the working-out of specific measures to comply with the radiation safety standards.

  • Revealing hidden factors of cadastral appraisal of land settlements by principal component analysis

    The paper discusses the need for a comprehensive approach to identify the factors of cadastral appraisal of land of settlements. Using factor analysis the hidden structure of the data was revealed and identify implicit factors (in given example for the city of Tosno). Interpretation of generalized factors is shown.

  • Utviklingen av staten geodetic nettverk

    There are many classifications of geodetic networks State geodetic network (hereinafter referred to as SCS) is based on a geometric plan, high-altitude (nivelirnye) and the spatial geodetic network. One of the main goals of building PCS is secret orienteering within the territory of the country. Classified data are a topographical plans, maps, aerial photographs, with great accuracy to identify the purpose or location of any object. Because of the wide use of PCS, ensuring their secrecy is produced in a variety of ways. In the construction industry before hitting the construction plans and maps staff, surveyors are retracted to plan all the framework design, which contains all the coordinates and used reference systems.

  • «Relative orientation of the aerial views with the optimum combination of the corner piece within the stereo mate»

    Method for mutual orientation of the aerial views is considered. The method is least of all subject to correlation links between the errors in angular elements, which are caused by inaccurate measurement of rectangular coordinates of stereo pair points. In the basis of the algorithm of mutual orientation there is the term of complanarity: design basis and two designing rays moving via identical point on the left and right pictures. The given sections are fixed by four points, namely S1, S2 (points of photography), a1 and a2 (the points on the left and right pictures of stereo pair). An accurate equation for mutual orientation with angular elements ν (inclination of design basis regarding to the planes XY photogrammetry coordinate system), ω1, χ1 (the angles of the left picture), α2, χ2 (of the right picture). Photogrammetry system of spatial coordinates in the space of which picture orientation is conducted is chosen so that τ = α1 = ω2 = 0.

  • Consequences of cancellation of land categories

    In article basic provisions of the bill which is directed on improvement and simplification of the operating order of definition of a legal regime of use of lands by carrying out territorial zoning, and also an exception of institute of category of lands as a way of definition of the allowed use of the land plots are considered. Authors of the bill suggest to be schemes of territorial planning of subjects of the Russian Federation and municipalities the basis for territorial zoning. Delegation of power on zoning of territories with simultaneous cancellation of categories of lands to local governments and subjects of federation can lead to abuses on places and to lobbying of interests of limited number of persons. Such situation can be reflected in quality of the approved documentation and lead to inefficient administrative decisions in the sphere of land use. Proceeding from contents of agricultural regulations, carrying out land management and cartographical works, and for identification of especially valuable farmlands – soil, geobotanical and other researches which weren't carried out for decades will be required. Subjects of the Russian Federation in established periods will have to finance these works, they have no funds for these works. The most controversial issues and widely discussed in the Russian society are deprivation of lands of agricultural purpose of the special legal status directed on protection of lands and agrarian producers. The important concept in this question is, what principles of definition of lands on degree of efficiency will become fundamental. Bonitirovka of soils has to become a basis for such researches, and by no means cadastral cost. Use of results of a cadastral assessment reasonably for the taxation, pledge, insurance and other market and financial institutions. But quality of lands has not so much value terms, how many ecological and production value.

  • Expert group analyses of the factors significance using the method of pairwise comparison

    Nowdays expert assessments plays an important role in the fields of modern management system and scientific means of cognition for the use of decision formalized and complex industrial and organizational tasks. The article contains the complex methodology of expert group analyses the significance of factors developed by the author based on scientific and methodological material of existing methods and approaches in expert analysis. The developed technique includes the following steps: сreating expert questionnaire, choosing specialists and specifying preliminary number of experts, collection and processing of expert evaluations, determining the level of competence and agreement of the respondents, aggregation of expert opinions, determination of significant factors. The above steps of analysis detail considered in the paper and recommendations on the use of certain evaluation criteria are given.

    Two groups of the elements of the relative orientation found their industrial application in our country (then ERO). However they don’t use up all the possible combinations of the corner pieces res ipsa loquitur and also between the photogrammes. Moreover it is known that in both systems of the relative orientation of the aerial views (base and linear-angular) visible correlation of the mistakes of the ERO are found, which leads to the additional of the route trough model within the coordinate space XY and XZ.
    One of the possible alternative variants of the application within the group ERO of another corner piece is examined in this article. Five elements of the relative orientation of the aerial views are presented on the left view of the stereo mate as two angles: transverse inclination angle ω1 and longitudinal slope α1, and two angles (α1 and χ2) on the right and the azimuth of the direction of the basis of the design τ. Such a diviosn of the ERO has reduced much the correlation between the mistakes of the angle elements. However other variants are possible (e.g., τ, υ, χ1, α2 and ω2).

  • The determination of cadastral cost of agricultural land taking into account the land limits (charges)

    The article presents a method of accounting land limits (charges) during the cadastral valuation of agricultural land. This allows us to differentiate the cadastral value , depending of presence of protection zone,  water protection zone and on other zones on the  lands. Cadastral cost of agricultural land on the example of Leningrad region counted. Determination of cadastral cost on the basic presented coefficients will reduce the land tax on the territory which include restricted mode zones of use. It will increase the objectivity of cadastral evaluation.

  • The justification for the use of geostatistical interpolation method of input data for the mass of cadastral valuation of land settlements on the example of Vsevolozhsk

    The problem of the current method of mass cadastral valuation of land settlements with the type of permitted use - for individual housing. This problem is that the regression analysis used in the present method does not include the cost depending land on their mutual position. A study of the source data proved that the market value of land depends on the degree of proximity of land from each other. On this basis, the work was proposed to use a new, more correct cadastral valuation method - the method of geostatistical interpolation (kriging).

  • Use of Space Facilities for Positioning during Air and Space Information Processing

    Photometric principles of measurements have found a wide recognition and a wide application in different fields of human activity. It is stipulated by the introduction of photogrammetric works of new technology for obtaining primary information about the locality. At present for obtaining high quality and highly exact airophotographic data digital wide format photographic cameras are used and photogrammetric processing of digital pictures is carried out at special digital photogrammetric work stations.
    A great importance is attached to photogrammetric methods during the monitoring of lands for information providing of state realty cadastre. At present land state monitoring is a modern technical trend to provide this cadastre with the necessary graphic and digital documents.
    Photographing of small territories (dacha settlements, agricultural buildings etc.), when the scale of airophotography is ten or more times less than the scale of map-making, is quite possible because the object can be photographed on two pictures that is to be located on one stereo pair. This article is devoted to photogrammetric processing of a single stereo pair. At this space facilities for positioning (GLONASS, GPS) secure the coordinates and altitudes of points of photographic. When space signals are properly synchronized with the work of the photograph camera shutter and careful determination of the elements of adjustment of space antenna to the relative centre of projection (s) of camera is carried out the coordinates of projection centres can be used as supporting geodetic points.
    Point realization of the above-mentioned terms allows to decrease the number of supporting points necessary for outside orientation of model to one. It should be located at the end of stereo pair opposite its middle. While designing redundant supporting points (for control and improvement of exactness) they should be located in the corners of stereo pair.

  • Possibilities of nonmetric digital cameras in ground-based photogrammetry

    One of the main advantages of digital imaging - the ability to create highly informative models of studied objects and terrain , which is achieved by the use of vector graphics primitives , as in the image plane and in the space of the stereo . Digital photogrammetry is available for many sectors of the economy , as does not require expensive equipment. However, the accuracy of the decided tasks affects the fact that the digital photographs have lower depictive properties and informativeness, with their comparison with the photographs, furthermore for their working large computational power be required.  Under the contemporary conditions ground-based stereophotogrammetrical survey, with the smaller cost of operation, allows rapidly, and also in the regime “real time”, to obtain the large volumes of information about the object being studied .

  • Geostatistics methods for cadastral value of land horticultural non-profit association leningrads region

    The author of the article identified the cadastral value of land horticultural non-profit organizations of Leningrad region, using the method of geostatistics. Determined by the maximum distance between objects evaluation. Point at a distance lag more than the maximum distance, not spatially correlated. The construction of the cadastral value of the surface, using deterministic methods and methods of geostatistics is illustrated.
