  • On the issue of resource optimization in the problems of managing complex socio-technical systems

    An urgent task of management, the solution of which is necessary for the full implementation of the supervisory functions of officials of state inspectors, is the optimal assessment of the amount of resources expended. As a result of the work, an analysis of information on labor costs for the performance of the functions of state inspectors of small vessels was carried out. The general approach of the work was reduced to the choice and implementation of methods for obtaining and processing information, taking into account the specifics of supervisory and preventive activities. Based on the analysis of the information and generalization of the research results, a draft methodology for calculating and optimizing the personnel of units related to supervisory and preventive activities was proposed.

  • Collection and processing of textual data in the context of social sentiment assessment: methodological aspects

    This article discusses the aspects of collecting and processing textual data from social media and mass media in the context of assessing the social sentiments of the population of certain macro-regions. Text data is an important source of reflecting the sentiments of society and can be collected, pre-processed and analyzed using modern technical tools, considering the specifics of the hypotheses under study and the tasks set. This context is an important part of the system of comprehensive security of macro-regions in their cultural, social, economic, political aspects. The discussed approaches include the collection of relevant data, their processing and analysis using data mining tools.

  • Institutional development of the region and the criterion for its determination

    In the article the authors consider the influence of development institutions on the formation of the knowledge economy, it is proposed to evaluate their quality in the form of an index of institutional development. A method of evaluation based on objective indicators is proposed. A model for ranking regions is presented, including the calculation of indicators, on the basis of which a comprehensive integral assessment of the index of regional institutional development is carried out.

  • Model of gueuing in the sustem of logistic interaction of the railway with the seaport

    An intermodal interaction of a railway station with a marine port is described as a queuing system. The main subsystems "carriage-port" and "vessel-port" are described in details, a characteristic of the respective claims and service devices is given. A detailed substantiation of the selected classes of queuing models is presented. The paper contains a description of the problem domain, a conceptual model and its mathematical formalization and identification. A discrete-event mechanism forms the modeling base.

  • Description of the process of predicting problem states using ensemble methods of machine learning

    This paper describes the process of developing machine learning models for predicting problem states. The formation of decision support systems in problem situations is based on the using of ensemble methods of machine learning: bagging, boosting and stacking. The algorithms of undersampling and oversampling is applied for improving the quality of the models. Using of complex machine learning models reduces the ability to explain the result obtained, therefore various ways of interpreting the constructed models are given. Based on the results of the study, a method for predicting problem states was formed. This approach contributes to the gradual solution of the identified problem situation and the consistent achievement of the goal.

  • Fire safety management methodology for social facilities based on the analysis and calculation of fire resistance of building structures. Part 1

    The article discusses the features of numerical modeling of the limits of fire resistance of structures under the influence of standard and hydrocarbon temperature regimes. After carrying out the assessment using the proportionality coefficient, it is necessary to carry out a verification calculation of the structure tested under the standard temperature regime of the fire, and if the results obtained coincide, the calculation of the structure under the hydrocarbon regime.

  • On the issue of the process of managing the property complex of the territory of the municipality

    The article highlights a number of problems that accompany the process of managing the property complex of the territory of the municipality. Issues related to the accounting and analysis of the state of objects of the property complex are considered. The need for systematic research is noted to justify decisions on the use of the city as a resource that provides a comfortable and safe space for life. Improving the process of managing the property complex is an urgent task for the development of cities around the world. An analysis of foreign experience indicates a common understanding of the criteria for the quality of the urban environment and the goals of the reorganization of urban space. When planning the development of urbanized territories, the peculiarities of the city, natural and climatic conditions are not always taken into account, which has a detrimental effect on the quality of the urban environment. It is shown that the effectiveness of the management of the property complex depends on the correct choice of the strategy for involving objects in the economic turnover, restoring their functional significance and ensuring environmental safety. To select effective solutions when solving issues of the use of the territory, it is proposed to use the method based on fuzzy sets, as the most optimal in conditions of high uncertainty and complexity of the processes under consideration.

  • Application of scheduling theory to solve the problem of personnel training

    The paper considers the problem of personnel training. The first part describes a mathematical model that describes staff training through scheduling theory. The second part of the article describes a numerical solution using MS Excel and provides several examples of scheduling, the results obtained show how it is necessary to schedule classes to minimize teacher downtime. At the end of the work, practical conclusions and shortcomings of the model are described. This model allows you to reduce the time for scheduling teachers, thereby reducing the possible costs of the enterprise.

  • Logistics models of technological outsourcing in transport and logistics systems

    The implementation of market mechanisms in the transport and logistics system of the railway industry contributes to the development of competitive relations between market participants and stimulates the search for new ways to gain a competitive advantage. Technological outsourcing of industrial enterprises can strengthen the position of operator companies in the market and increase the efficiency of organizing the movement of car traffic on the railway network by redistributing responsibilities in the supply chain. Possible options for organizing interaction between operator companies and industrial enterprises and a model for organizing technological outsourcing are considered. The general structure is represented schematically in a graph formulation by bipartite graphs with various types of one-to-one, one-to-many relationships. Optimization mathematical models of the logistics of such interaction with different levels of generalization in nonlinear and combinatorial formulations are presented, adequately reflecting the practice of using technological outsourcing.

  • Transport and logistics technologies in postal express delivery systems

    The article analyzes the current state of the postal services market, including the dynamics of the turnover of the postal services market in Russia, as well as an assessment of the development of postal items. The existing route network for the delivery of mail to Russian Post JSC is considered and the design location of the main objects of the sorting center in Rostov-on-Don - an automated sorting center in the immediate vicinity of the Platov airport is presented, an estimate of the costs of the current and project route networks.

  • Problems and Prospects for the Development of International Transport Corridors in the Space of the Countries of the Eurasian Economic Union

    International transport corridors in the space of the countries of the Eurasian Economic Union in their structure combine various types of transport routes, transport infrastructure facilities, vehicles, and transport authorities. The decisive factor in the development of international transport corridors on the territory of the EAEU is the spatial localization of the integration group. The location of the EAEU countries near the two main economic centers - China and the European Union, makes it possible to transit cargo through the territory of most EAEU states. At the same time, the transport complex of the EAEU faces a number of challenges that need to be transformed through promising projects, tools and tools for joint management.

  • Development of methods for evaluating the effectiveness of human resources based on deep learning algorithms

    With the development of wearable technology, unique opportunities have emerged for providing user interaction and highly accurate personalized recognition of his work activity. The purpose of this study is to propose methods for taking into account the evaluation of the economic efficiency of human resources using big data and machine learning methods, which will allow making more informed decisions in the process of human capital management. The article proposes an approach using a hybrid neural network CNN-LSTM, aimed at determining the specific type of work performed by specialists, providing the ability to control the execution of these actions based on data from wearable devices (smart watches, smart bracelets). The accuracy of the developed algorithm in recognizing 18 different types of actions on the test sample was more than 90% according to the Accuracy metric (the proportion of correct answers).

  • Management of the educational process in higher education with a mixed and distance learning format

    The work updates a strategic approach to maintaining the quality of student performance. In the article "Big Data" is presented as an approach to organizing the data obtained during the educational process. Mining analysis as a Big Data analysis tool. The authors also considered approaches to improving the effectiveness of learning, which allow predicting student performance. Blended learning, as an integration into the educational process, the best opportunities for online and distance learning, provided for the subsequent collection of Big Data for analysis. The application of data mining methods for the development of models for predicting the behavior and academic performance of students is considered. The authors propose student modeling as a key concept in data mining in education, which refers to the qualitative representation of student behavior. Algorithms for data mining are described, classification and clustering are presented as the most common tasks. The CART decision tree algorithm is presented as one of the effective data mining methods needed to predict student performance based on online activity that is stored in the Moodle LMS log file. Finally, it was concluded that the personal contact of an experienced teacher with a student in the educational process can not be replaced by the tools provided by Moodle and similar systems, but due to the growing threats caused by the pandemic, the relevance of distance education is becoming increasingly important.

  • Mathematical, algorithmic and software support for the problem of calculating control actions based on fuzzy logic when simulating the movement of a load in a portal crane simulator

    The article is devoted to the development of models and algorithms for calculating control (advisory) actions when training operators of technological processes (on the example of reloading processes and, in particular, portal cranes) on computer training complexes (CTC). A complex of models and algorithms is proposed, based on which control actions are calculated regarding discrete crane controls and the possibility of moving the load to a target position with minimization of oscillations at the end point is provided. These models and algorithms use variable parameters of the technological process, described by linguistic variables, and customizable characteristics of crane models and engines, which allows calculating control actions depending on the type of crane, the specifics of the technological process, the training methodology used for operators and other significant factors. Application of the advisory system based on the developed models and algorithms promotes to improve the training process for operators of reloading cranes at CTC and, as a result, to reduce the probability of emergency situations, reduce time and energy costs.

  • The main aspects of adaptive management of the property complex of the territory

    The development of urbanized territories, as a rule, is associated with the expansion of urban space, which, in turn, leads to an increase in the load on transport systems and social infrastructure. Geographically divided areas have weak interconnection due to the lack of highways and public transport. At the same time, the infrastructure of the outskirts differs from the center in scarcity and monotony. An increase in the urban population, a change in the natural and climatic conditions of residence, the environment in urbanized areas, a steady increase in the value of real estate make it necessary to accelerate the pace of the integrated development of urban spaces. The most important task set today for the subjects of management of the municipality is related to the optimization and effective use of the objects of the existing property complex. The renovation process will affect morally obsolete and abandoned facilities that impede the integrated development of the territory, reduce investment attractiveness and reduce the volume of the tax base. Adaptive management will increase the efficiency of the use of existing territorial resources, improve the social and environmental conditions of the urbanized space. Involvement of the existing reserve of real estate objects in the city center will create conditions for the formation of new public and business spaces in the city, which is important for the comfortable living of the population.

    The necessity of creating a new world currency within the framework of the implementation of the global policy of society development is substantiated. The consequences of the introduction of Amero in the implementation of currency exchange operations in the United States of America and other countries of the world are considered.     The article analyzes the impact of the transition to distance learning on the academic performance of students of the Institute of Computer Science, Electronics and Robotics.   • Analysis of teaching general technical disciplines of engineering specialties using remote technologies

    The article presents the features of the methodology for teaching general technical disciplines at an agricultural university, taking into account the reduction in the audience load when switching to the next standard of applied bachelor's degree of GEF BO 3.   • The concept of building risk-oriented models for managing fire hazardous events in socio-economic systems. Part 1

    The article proposes a new concept for building risk-oriented models for managing fire hazardous events. On the basis of "Markov processes" allowing to interpret the control process (algorithmically, algebraically, matrix and on graphs), the procedure for conducting frequency analysis is shown as an implementation of one of the stages of the proposed concept. The results of the study can be used as decision support when ranking (or differentiating) objects of protection with different levels of fire safety by risk category.

  • Cluster analysis in solving tasks management of fire hazardous events in social and economic systems

    This work is devoted to the application of cluster analysis in solving tasks of managing fire hazardous events in socio-economic systems. The simulation results showed that, depending on the factors that determine the fire situation in the territory, it is possible to assess the fire hazard in the region. The proposed approach will allow planning the necessary fire-fighting measures as part of a unified state system for the prevention and elimination of emergencies at various levels.

  • On evaluating the effectiveness of the use of transport models for fire management

    The transport problem (TS), as one of the forms of the linear programming problem, allows you to optimize the distribution of limited resources of fire departments (fire trucks, equipment and materials) over several simultaneous calls. The use of TOR, as an alternative to the current deterministic departure schedule, for resource allocation should increase the response efficiency, i.e. reduce damage. The article proposes an algorithm for estimating this amount of damage reduction based on the use of available official statistics on fires and taking into account the structure of the TK.
