The work describes the implementation of the cognitive set-theoretic approach proposed earlier for modeling complex systems. The article describes in detail the application of the analytic hierarchy process and the cluster approach to determining the cadastral cost of land and selecting the site according to predetermined criteria on the example of Taganrog. The result of the application of the statistical quality control and monitoring instrumentation on PJSC Beriev Aircraft Company is described in this article. The analysis of the existing tools of control and management quality in relation to features of technological process of production pipeline systems on which fuel, air oxygen, liquid chemicals on planes therefore the tool kit for increase quality control at the studied enterprise carried out. The developed control leaf for fast and convenient data collection is described, Pareto's chart is constructed, ABC analysis, for the purpose of identification of the special reasons of discrepancies is carried out, the control chart is used to definition of stability process. The program of correcting actions is developed by means of the chart Isikava, in order to eliminate all revealed discrepancies. Introduction of the offered tools in production of systems of pipelines on PJSC Beriev Aircraft Company has provided continuous improvement of quality of products, has certified compliance of these types of systems of pipelines to requirements standards.

This paper presents use metasystem approach to creation of complex system model. An opportunity to synthesize quantitative and qualitative models of separate subsystems in the form of a metamodel of complex system is distinctive feature of metasystem approach. Such approach gives the chance to develop and correct both the purposes of functioning of system, and a way of their achievement. The model of a geographic information system (GIS) acts as a metamodel basis. The GIS model integrates, processes and traces existential and coordinate information. The model of a geographic information system is in turn described as set of model of measurement of a condition of system and model of measurement of state of environment, including sets of rules, procedures and measuring means are considered. Separately in article the question of redundancy of data for which solution it is offered to use the National Instruments PXI platform which is turning on the reconfigurable input-output module (R-series module) is considered.

This article is devoted to description of structure of methodology of modelling of hierarchical problem-directed systems on the example of social and economic systems. In the basis of methodology the principle of a combination of the formalized methods of modelling and expert procedures is put. Modelling of hierarchical system is offered to be spent by means of multilayered fuzzy cognitive maps. Filling of the block of logical-mathematical models in structure of process of decision-making is described in detail. The offered methodology provides the development and choice of well-founded administrative decisions.

The article is devoted to modelling of process of decision-making in difficult systems in the conditions of total uncertainty. The problem is formulated on the basis of synthesis of concepts of the control theory and decision-making, the theory of fuzzy sets and the fuzzy logic, the theory of hierarchical multilevel systems, the utility theory and the theory of games. The given concept expands possibilities of the account uncertainty the various nature, typical to mathematical description of the surrounding validity. Problems of search of decisions in an fuzzy hierarchical control system are designated. The way of the description and finding of alternative decisions in multilevel difficult systems is offered in given article. The algorithm is based on information processing in the form of fuzzy intervals taking into account two kinds the politician conservative and aggressive on the basis of criteria «maxmin» and «minmax». The method of projection on individual interval is used for comparison of the fuzzy intervals presented on various dimension scales. The example showing work of algorithm of a choice of two groups of alternatives is resulted: optimistic and pessimistic on a level of hierarchies of the purposes in the conditions of total uncertainty.

In the article the approach to modelling and the analysis of functioning of difficult systems based on indistinct cognitive maps is described. The theoretical part of the article is devoted description of modern family cognitive maps, the short characteristic and the analysis of following groups is given: Cognitive Maps, Fuzzy Cognitive Maps, Fuzzy Cognitive Maps by Silov, Rules Based Fuzzy Cognitive Maps, Generalized Rules Based Fuzzy Cognitive Maps, Relational Fuzzy Cognitive Maps, Neutrosophic Relational Maps, Dynamic cognitive networks. The concept of fuzzy way is entered for the development of mathematical toolkit and the model of fuzzy pulse process is offered. The practical component of the article is directed on the description of examples of the decision of separate problems of cognitive modelling with application of the device fuzzy directed graph of the 1st kind. The offered approach will allow to develop forecast scenarios of development of difficult system taking into account its reaction on external influences.
