The article explains the role of information technology in the implementation of modernization reforms in the Russian health care system. The purpose of this article is to examine the possibility of increasing the effectiveness of cadre potential of medical workers as a result of introduction of modern information technologies. It is shown that the level of Informatization in Russia lags far behind foreign countries. Noted that currently the automation of health care occurs mainly in financial sector activities. It is proposed to use information systems that enable the automation of registration processes patients. Shows the functionality of such a system. In article the task of creation of effective portfolios of securities arising in practical investment activities is considered. Theoretical calculations decisions, necessary for creation of algorithm, are analyzed. It is noted that a basis of calculations is calculation of risk and the expected profitability of both separate assets, and all portfolio in general. For creation of model eight issuers of securities and their real course profitability in ten months according to the Moscow exchange are used. The kovariatsion matrix and a vector of the average income by means of which two effective portfolios are calculated is constructed and the assessment of their profitability and risk is carried out. According to the obtained data the effective border is simulated and displayed graphically. All necessary operations are performed by means of MS Excel.

The proposed method of differentiation of regions on budget performance. It is based on the use of mathematical apparatus in the form of multivariate methods to increase the objectivity of the ratings. Most rating approaches suffer from subjectivity of their construction, as the input information use the expert assessment. As a result , the reliability of the rating evaluation depends on the quality of selection of experts.The use of the complex methods of multivariate analysis led to clarifying the place of each region in the budgetary process of the Federation and allowed us to identify the group of leading actors who have balanced budgets and are leading to revenue for the Federal budget.

Due to chosen strategy and formulated background, tax system reform in the country, held in conjunction with adjustments to the current tax legislation, serves as the most efficient measure to overcome the crisis and get economy back on track. Implementation of this package plan not only meet the needs of the population and make up for human potential, but also stimulate social production, development of its structure and the pace of modernization.

In the article the methodological approaches to the choice of a system of indicators to measure and assess quality of life in the territory. The article presents a review of recent projects of arch designs, work on their research. Arch structures are widely used in construction since ancient times. We propose an approach to the evaluation of consumer preferences in construction products. This evaluation will enable us to make strategic decisions – what kind of products and how much of them to produce, and at what price to sell them. To study the preferences of construction products consumers, we recommend to use a method based on the using matrix models. To identify the preferences of construction products consumers, they are given a matrix (a table) that includes the names of the product parameters, the parameters characteristics, their pricing coefficients and sampling rates. In the matrix, the consumers choose and underline one of the characteristics options for each parameter, taking into account the pricing coefficient. After collecting the processed matrices, the most preferable product parameters are determined. The proposed method was tested at conducting marketing researches among potential users of construction products - senior students of Rostov State University of Civil Engineering. The research results formed the basis for recommendations to construction companies dealing with individual housing construction (cottages).
