    This article deals with modern aspects and trends of socio-economic development of the society to make appropriate role of natural resources in sustainable production and ecological safety in the application of various technologies utilization of industrial and domestic waste. Important research and development of economic instruments to ensure the functioning of the economic conditions and prospects of development of recycling technologies and their effects on the environment. A comparison of the use of waste management industry and everyday life in Russia and abroad reveals the poor drafting of creation and organization of such systems in terms of economic and environmental efficiency.   • Comparative evaluation of changes in reliability of methane-diesel and diesel cars, depending on seasonal conditions

    The paper presents the results of a study on the influence of seasonal conditions on the reliability of diesel and gas diesel vehicles. During the experiment were treated with statistical data on the failure of the two groups of trucks, methane-diesel and diesel operated under the same conditions. As a result of analysis found seasonal variations in the flow of failures between the two groups. Then the failures were divided into failures of components and assemblies cars such as engine, transmission gear and chassis of cars. This division has revealed the influence of seasonal conditions on the reliability of components and assemblies of diesel and gas diesel cars and their differences. Studies have shown the need for adjustment of norm in the planning of maintenance and procurement of spare parts for gas diesel vehicles.

  • Method of the formation of the truck fleet of motor transport enterprise, depending on the purpose and technical and operational performance of vehicles

    The article presents a method of forming a rational structure of the truck fleet. This method allows to evaluate the effectiveness of means of transport for which there are no statistics on the operation under specified conditions. The same methodology takes into account the possibility of application gas-equipment on rolling stock and its impact on the change of technical and operating characteristics of the vehicle.   • Functional and technological synthesis of patentable products in the area of reforestation work

    Scientific findings of developing of patentable products in the area of reforestation work are presented in the article. Functional and technological synthesis is used for developing of patentable products. A development matrix of apparatuses for hand planting of forestry crops is developed in virtue of generalizations of patent databases. A fragment of this matrix is described in the article. Route forward of apparatuses for hand planting of forestry crops are determined in terms of the matrix.   • Elements of geotechnical monitoring of underground constructions, enshrined concrete anchors

    There was a need for geotechnical monitoring during construction of underground facilities. The organization of monitoring control tensile forces in the concrete anchors. Comparison of experimental and calculated data, which revealed that the deviation does not exceed 19%.   • Evaluation of the effectiveness of the automated search of the optimal route of transportation of wood with regard to emerging risks

    In the article proposed indicator of the effectiveness of the implementation of an automated search of the optimal route of transportation of the wood. An example of evaluation of the dispatching process of extraction of timber from the cutting area, with example calculations for two cases.   • The improvement of forestry process with the use of feller-skidder in terms of functional-technological method

    New technology using timber feller-skidder is proposed in the article. A feller-skidder fells trees which oriented tops towards upper timber landing. Then the feller-skidder picks fell trees and cuts its tops. After that it skids them for tops to upper timber landing. The new technology allows to improve performance logging and to concentrate logging residues. Improvement of performance is because of capacity increase in volume of tree batch. A research did in terms of functional-technological method.

  • Methodology of integrated assessment of the energy efficiency level of non-industrial objects.

    Federal Law 261-FZ dated November 23, 2009 introduces a list of organizations subject to mandatory energy audit including development of energy passports and energy efficiency programs. However, the fact of the audit (the presence of energy certificates and energy saving program) is not an indicator of energy efficiency of the organizations surveyed. Currently, the main criteria are the specific energy consumption per square meter of floor space, the presence of meters, the availability of energy service contracts (according to the order of Ministry of Economic Development of the Russian Federation dated October 24, 2011 #591). These criteria do not allow to assess comprehensively the efforts of the staff to improve energy efficiency of the object. The authors have developed methodology allowing to determine the level of energy efficiency of the object (building, group of buildings) based on objective and subjective factors. The proposed approach makes it possible to rank different objects according to their level of energy efficiency, it allows to develop investment programs aimed at energy efficiency improvement in more efficient manner. This method can be used to monitor the energy efficiency of facilities and to assess the quality of energy efficient measures implemented at these objects. Analysis of the indicators in certain areas can detect the most "weak" places for improvement.

  • Improving methods of tariffs regulation in the scope of water supply and water disposal in the region.

    This article analyzes the trend of developing tariffs for services in the scope of water supply and water disposal in Rostov Region and concludes that they keep growing steadily. The article discloses the main methods of regulation of tariffs for housing and communal services taking into consideration specific characteristics of the water sector of regional economics. It describes highs and lows of the method of economically sound expenses, the method of invested capital profitability, the method of indexation and method of comparison of analogues. It substantiates the perspective of application of double-rate tariffs in the scope of water supply and water disposal of the region.

  • Problems and perspectives of developing of concession in the water sector of regional infrastructure

    This article describes the role and importance of the water sector in regional infrastructure for guaranteeing the viability of social-economic environment of the region. It substantiates the composition of water sector elements, their interconnection, problems of development in the modern conditions of limited financing of infrastructure objects. The article gives reasons for the necessity of using the concession in order to additionally attract private investors’ funds to realize infrastructural projects. It creates the guidelines of concession mechanism improvement including the usage of infrastructure bonds, improvement of the checklist of indicators included in the investment agreements for the concedent and concessionaire. The article offers the list of criteria for selecting the priority projects in the field of regional infrastructure.

The fastest way to increase income of the company without investing significant resources, is to increase customer loyalty. For the numerical evaluation and opportunities to influence on customer loyalty is computed the customer loyalty index.   • Increase of efficiency of removal of trees and shrubs in a continuous movement of forest machines

    The article is devoted to the problem of improving the efficiency of removal of trees and shrubs (cutting and milling) in a continuous movement of forest machines. Brush cutters with active and passive working elements, as well as specialized machines are used for cutting and milling trees and shrubs. These machines have a disadvantage. It is a low reliability in operation. A general layout scheme of machines for removal of trees and shrubs is offered in the article which allows minimizing this problem. The machine has two working bodies: a basic and an additional. The basic working body is for cutting trees and shrubs. The additional working body is for milling stumps and roots and also for mixing pieces of wood with soil.

  • Energy conservation during treatment of sewage from populated area

    At present an important role in solving energy conservation problem is assigned to thermal pumping plants (TPP). Using processes of evaporation and condensation of easily boiling liquid circulating in the system they extract low potential heat from environmental objects and provide heat supply for buildings, constructions, greenhousee and so on. Artificial sources of low potential heat for TPP of different capacity can be, for instance, ventilation air and exhaust gases, circulating and waste water,ground. Energy efficient reasonability of TPP use in the system of water disposal for the town of Novocherkassk in Rostov region is considered. Calculations indicate that there is a technical potential to replace a boiler house operating on expensive gas fuel and emissing into the atmospere more than 850 t of carbon dioxide - greenhouse gas - with ecologically clean TPP, one of which uses heat of waste water and the other - heat of ground.
